This may become true soon . According to he proposed National Encryption Policy , deleting your chats prior to 3 months might be considered Illegal .
According to this policy , you may soon need to keep a copy all messages/chats sent through any encrypted messaging services such as WhatsApp (Android version supports encryption), Google Hangouts or Apple’s iMessage, for 90 days, as per the proposed National Encryption Policy . The policy is yet to be implemented in its current form.

As per the latest National Encryption Policy , the Online businesses too would need to keep your sensitive information including passwords in plain text for the same period of time, thus exposing your information to potential hacking attacks.

The government has published a draft of the policy document online to seek feedback from citizens and organisations. The  National Encryption Policy details methods of encryption of data and communication standards used by the government, businesses and citizens.

National Encryption Policy  Outlines :

According to the draft of the proposed  National Encryption Policy ,

• Citizens may use encryption technology for storage and communication.
• Encryption algorithms and key sizes will be prescribed by the government through Notification from time to time .
  This basically means that the government will determine the encryption standards for all and entities like Google and WhatsApp or I Message and these entities will have to follow the encryption standards prescribed by the Indian government.
• The Policy also says specific guidelines for all citizens who use encryption services including instructions that individuals should store in plain text versions of communication for 90 days. For commons this implies that you’ll have to store your WhatsApp messages for 90 days or face action in case asked to reproduce.

Well this is a great news as finally the government is taking measures to prevent cyber attacks . Though whats difficult is that the government expects all citizens to be aware of encrypted communication and the way to store messages in plain text securely.Well  a large number of users may in fact not even know that WhatsApp and iMessage use encryption.

Illegal to Delete Whats App Chat Soon for India

Stating from the draft,

“all citizens including personnel of Government / Business (G/B) performing non-official / personal functions, are required to store the plaintexts of the corresponding encrypted information for 90 days from the date of transaction and provide the verifiable Plain Text to Law and Enforcement Agencies as and when required as per the provision of the laws of the country.“

Even more critical Guidelines for B2B or enterprise users where data exchange is and for B2C communication ,

“On demand, the user shall be able to reproduce the same Plain text and encrypted text pairs using the software / hardware used to produce the encrypted text from the given plain text. Such plain text information shall be stored by the user/organisation/agency for 90 days from the date of transaction and made available to Law Enforcement Agencies as and when demanded in line with the provisions of the laws of the country,“ This clearly implies that e-commerce websites will have to keep a plain-text copy of user details leaving their information vulnerable to hackers.
The policy also mentions that Service Providers located within and outside India, using encryption technology for providing any type of services in India must enter into an agreement with the government for providing such services in India. The government will designate an appropriate agency for entering into such an agreement with the service provider located within and outside India. This means WhatsApp, Apple and Google will have to sign agreements with the Indian government to provide services in the country as they use encryption technology. This will make the process more bureaucratic and create roadblocks for app providers. In its current form the policy could have a detrimental effect on the privacy of citizens and expose sensitive data to potential abuse.

However, mass use products like SSL/TLS that are used for financial transactions are exempted from registration.
 
Well here is Another Point   : Users in India are allowed to use only the products registered in India though. So using a service not registered with the government will be illegal.
“Government reserves the right to take appropriate action as per Law of the country for any violation of this Policy,“ the draft categorically states

How to Fix Windows 10 Slow Boot-up Issue After the Upgrade

Step 1: Run a thorough antivirus scan to Windows 10 slow boot-up issue

If you are using any antivirus solution, run a complete scan on your PC and take care of any virus or malware present in your system. Just like the previous iterations of Windows, the last version of Windows too is prone to malicious virus and programs.

You should not install Windows 10 on your primary PC. Use a test computer or a virtual machine. If you absolutely must install Windows 10 on your regular computer, we highly recommend creating a system image of your entire computer in case you want to easily revert back.

If you haven’t installed Windows 10 on your PC before, you’ll have to perform an upgrade first before you can clean install. If this doesn’t make any sense, that’s because Microsoft never makes licensing easy, even when there’s a free version. Once you’ve performed the upgrade and activated your Windows 10 upgrade on a PC, Microsoft will associate your unique hardware ID with an activated Windows 10 license, and you can reinstall as you see fit. But not until you’ve upgraded Windows 7 or 8 to Windows 10 and then activated.

Just keep in mind that Windows 10 is only provided for free as an upgrade. You can’t clean install it, there are no keys at this point. Unless you use our clean install workaround.

    Step 1: Download the Windows 10 ISO image from Microsoft’s web site. Alternatively you can download the web installer from the same page and just choose to upgrade your PC, which is the easiest option.
    Step 2: If you are installing on a regular PC with Windows already on it, you’ll be prompted immediately to start the upgrade process. Alternatively, you can burn it to an optical disk or create a bootable USB flash drive. Otherwise, just attach the ISO image using the virtual machine software of your choice (assuming your virtual machine already has Windows 7 or 8 installed).
    Step 3: Install it mostly by clicking the Next button, making sure to choose Upgrade when prompted. If you want to clean install, follow our clean install instructions instead.
    Note: Now that Windows 10 is released, you’re going to need a valid Windows license key for 7, 8, or 8.1 in order to perform the upgrade.

For posterity, here are all of the installation steps if you’re booting from a flash drive, although you could just remember the word “Next” and get through it fine. Just remember to choose Upgrade when prompted unless you’ve previously upgraded and activated Windows 10 on this computer.

When you first boot the computer you’ll see a screen like this one:

Click Next and you’ll be taken to the Install now button screen. Which obviously you should click.

At this point you can choose whether you want to upgrade Windows or install a new custom install. Since we’re recommending that everybody install into a virtual machine or on a test PC, you should select Custom here.

Update: You should probably choose to Upgrade the first time, because the license key might not work otherwise.

At this point you’ll need to pick where to install Windows 10. You might need to delete or create a partition, but if you are using a virtual machine, you can just click Next.

And now it will install.

Once the PC reboots again, you’ll be able to select the settings like whether Windows Updates are enabled (they aren’t allowed to be disabled in the preview). We’d recommend just using the express settings if you are using a test machine — use Custom if you’re really going to use the computer.

And now you can sign into your Microsoft account. We’d recommend using a Microsoft account because otherwise you won’t be able to use half of the new features and you may as well use Linux or stick with Windows 7.

If you’ve setup your account properly you’ll probably be asked to verify it in the middle. We excluded those steps from this article, but they are pretty simple.

Now you’ll be asked how to setup the PC. Since we wanted to test everything as a new computer, we chose to set it up as a new PC instead, but you could copy all your settings from another computer if you wanted to.

How to proceed?
Strip the cable to 2 cm at each end and separate the strands.

Here is the simple trick how to remove write protection from your USB pen drive:

Press Ctrl+r and type regedit.

Now navigate to the following registry in the registry editor

Now select storagedevicepolicies and now that will open a right pane.

In that pane right click on the write protect. Now change the value data from 1 to 0.

Now this will remove the write protection. And format the pen drive in FAT32 format.

Now restart your PC. And you can use the pen drive.
